Managing Director
Robert W. Lauterberg
Lauterberg has served as Managing Director since the program's inception in 2003. Previously, he served as Executive Director of the Virginia Resources Authority (VRA) from 1998-2002, during which he led the creation of VRA's successful Pooled Loan Bond Program. Lauterberg's financial experience includes serving as State Budget Director, 1994-1998, and in various management capacities for the Bell Atlantic Corporation, 1985-93. He is a former member of the Boards of Directors of the Council of Infrastructure Financing Authorities, the National Association of State Budget Officers, the Virginia Information Providers Network, and the Board of Visitors of George Mason University. In addition, he has served as a member of the Virginia College Building Authority and Virginia Debt Capacity Advisory Committee and currently serves on the Loan Review Committee of the Southeast Rural Community Assistance Project. Lauterberg has a B.S. degree, with a major in economics, from the University of Florida, and has an M.B.A. from the George Washington University.

Deputy Managing Director
William E. Turnage III
Turnage has served as Deputy Director of the VML/VACo Finance Program for the last four years. During that time he has worked with over fifty borrowers in Virginia assisting in arranging loans ranging from $500,000 to $50 million. He has assisted local governments in structuring new money loans and advanced and current refundings. Previously Turnage served as Regional Director of Marketing for a mortgage banking financial software firm. He also served as Director of Marketing for the Richmond Association of Realtors and has held assignments with Circuit City Stores Inc. and Crestar Bank and Mortgage Corporation. Turnage graduated with a B.S. degree, with a double major in Economics and Psychology from the College of William and Mary, and has an M.B.A. from the University of Richmond.

Deputy Director
Steve Mulroy
Mulroy brings more than 10 years of public finance experience having previously worked at Ferris, Baker Watts and Legg Mason Wood Walker. As an investment banker, Mulroy worked with a variety of tax-exempt borrowers ranging from municipalities to colleges to health care providers. He has successfully completed numerous types of bond issues including insured, rated, and non-rated issues, fixed rate and variable rate bonds, and new money and refunding issues. Mulroy earned an M.B.A. from New York University and graduated with a BS in finance from Villanova University. He also successfully passed the Level 1 Chartered Financial Analyst exam.
